Minutes of the meeting held on Tuesday 8 September, 2009

PUBLIC FORUM: Planning Officer Amy Mottram answered questions from the council and members of the public, about the planning application from Severnside Housing for 19 affordable houses on land, top of Callow Land

Shropshire Councillor: Report read out by clerk: Councillor Bebb urged as many councillors as possible to attend the LJC meeting on 9 September; full report attached.

Police: PC Jon Summerfield delivered a report; he is concerned about the parking on A488 when parents take and collect their children to and from school. He urged that drivers use the Parish Hall car park and use the ‘Walking Bus’. He informed the council that three new volunteers had come forward to work at the Police Station, the police surgeries were going well, there had been two minor traffic incidents, some neighbourhood disputes and some damage done to the Hill Fort. Since July 14, the force had dealt with sixty-four calls.

Minutes of the Council
To confirm and approve the minutes, previously circulated, of the minutes of the 11 August 2009 meeting.

Parish Matters
a) Highways & Traffic: Councillor Bebb has yet to meet with Phil Edwards to discuss the re-routing of HGVs on the B4387
Clerk was requested to contact Phil Edwards concerning the tarmac in the Grove.

b) Public Rights of Way: The BT telephone box at the end of Callow Lane has been maliciously damaged with bricks; clerk has reported the damage to BT and to the police as this is regarded as criminal damage.
c) Shropshire Council matters: Members were reminded about the LJC meeting on Wednesday 9 September in Habberley Village Hall.
d) Website: The clerk reported that the website has been launched and can be found by typing in Minsterley Parish Council in the Google search engine. A great deal of work has yet to be done but she is hopeful that within the next few weeks, more work will be done.
e) Newsletters:Summer 2009 edition is ready for circulation.
f) Speed Management Consultation: following the previous information, members were asked for their opinion. The increase in speed monitors would be beneficial but the question is ‘who is going to pay for them?’
g)'Flu Pandemic Policy: following advice given by Shropshire Council, it was decided that Minsterley Parish Council would require a policy:
RESOLVED: unanimous decision to adopt a ‘Flu Pandemic Policy’ in the event of an outbreak in Minsterley, Proposed by Councillor Leeson, seconded by Councillor Brown.

Planning
a) 09/02262/FUL – Land off Callow Lane; erection of 19 affordable houses
b) Timber Yard; application for a legal certificate (Councillor Rogers left the room.)
c)09/0408/FUL – 16 Callow Crescent – erection of a porch to the front following demolition of existing porch – No objections
Items (a) and (b) will be considered at the forthcoming planning meeting 22 Sept 2009

Parish Property
a)Parish Hall – no report received. Ref overcharge of bottle of wine, Councillor Bebb will discuss the problem with Doreen Price, Secretary
b)Play Area – the adult exercise equipment has been delayed in various European custom points due to the August holiday;expected within the next two weeks. Ref: Callow Lane Play area – Clerk is to make an application to the PLAYBUILDER fund for refurbishment; Section 106 payments on the Callow Lane development will help with the proposed refurbishment; urgent need to plan a scheme and apply to the fund by 30 September 2009.
c) ROSPA REPORT: clerk will examine the proposals
d) Street Lighting – a light on the pelican crossing outside the school has been reported as requiring attention. Central Networks inform that a light near Plox Green Bridge is rotten and requires to be replaced. Clerk has notified NWP Systems for a quotation; members questioned the use of this light, site inspection required. NWP Systems survey indicate lights that require attention, council would like a quotation.
e) Minsterley Bridge – Shropshire Council will be holding an exhibition of the proposed work in the Parish Hall on 15 September.
f)Spring bulbs:discussion on variety and quantity of spring bulbs required for the annual planting.

TRAINING : Clerk delivered a report on the ‘In House’ training.

Statutory Matters
a)External Audit certificate received and posted on the public notice board
b) Bank Reconciliation – approved and signed by the Chairman
c) Ref: Environmental Maintenance Grant received
d) Clerk has received confirmation of a NALC bursary of £100 towards the cost of training
