Council meeting 13 October 2009

PUBLIC FORUM: An appeal was made for volunteers to escort a walking bus from the Parish Hall car park to the school.
Concern was raised about the lack of information from Planning Officer Amy Mottram concerning the risks of flooding and sewage connected to the proposed planning in the village.
Information was given about the Red Cross Awareness event in November.
Complaint was received about the damage being sustained on the short cut from Leigh Road along Drury Lane during the present traffic restrictions at the Bridge.
General dissatisfaction was voiced about the performance of the Planning Department.

Police: Report was read out by the clerk;
four complaints received of anti social behaviour around the Parish Hall area; these were all dealt with successfully and persons involved were advised of their actions. The team has been working closely with the Primary School and has been assisting with the walking buses; the team has been visiting the school area at peak time and report that there have been no parking issues. The team has been visiting the school to talk about the Halloween the ‘trick or treat’ Custom; a poster will be distributed for residents to display should they not wish to be involved in ‘trick or treat’

Minutes of the Council
Minutes, previously circulated, of the minutes of the 8 September 2009 meeting and the 22 September 2009 planning meeting were approved.

Parish Matters
a) Highways & Traffic: Shropshire Council Highways division has produced a plan for a crossing of the A488 outside the Nisa garage and supermarket. Members discussed the plan; although not ideal, there was general agreement that for the time being, this plan was better than nothing. The owner of the site is to be contacted to consider the Highways offer to create a ‘one way’ system to ease the traffic flow.
b) Public Rights of Way: A tree has fallen across a footpath in the Grove; it has now been moved. Fencing by the Grove brook area requires repair; the owner of the land will be advised. The Maple Drive footpath needs clearing and the hedge at the back of the Crown and Sceptre needs cutting back. An inspection cover at the entrance of the Creamery requires re-seating.
c) Shropshire Council matters: Funding application for a council dedicated notice board to LJC will be considered at the next LJC meeting.
d) Website: The clerk reported that there had been some problems with the website however these appear to have been solved so that an update can now begin.

Planning
a) 09/02412/LBC Minsterley Bridge – Proposed works to strengthen bridge affecting a Grade 11 listed building
Considerations were a mere formality; the council had no objections
b) 09/02409/LBC Minsterley Hall – demolition and re-build flank wall of bridge and entrance to Minsterley Hall to enable access to Minsterley Bridge while under repair
The Council had no objections.

The Clerk confirmed that in spite of several emails, she has not received further information from Planning Officer, Amy Mottram.

Parish Property
a) Parish Hall –report received; see attachment.
b) Play Area – the site for the adult exercise equipment has been finished; the bollards have been installed,equipment should be installed within the next few weeks.
It was decided to remove the bench in the Playground for health and safety reasons.
ROSPA REPORT: clerk circulated a brief report; the full report will be scanned and forwarded to members for in depth discussion at a later date.
Ref: Callow Lane Play area – the site will be inspected before a decision is made whether to spend money on repairs or close the site down until money is available for refurbishment.

Street Lighting – NWP Systems has repaired all lights required following the lighting survey. Ref the defective light near Plox Green Bridge, there appears to be some confusion by Central Networks, further investigation is needed.
d) The Square –Flower bed has been cleared prior to the bridge works.
e) Spring bulbs – Variety of bulbs to be ordered and delivered care of Councillor Potter
f) Councillor Allen has agreed to act as Tree Warden for the Parish.

TRAINING
Clerk reported that the first ‘In House’ training session had been quite successful. The next Training evening will be on Tuesday 3 November when the subject of Public Money, Precept and budgeting will be the topic.

BUDGET CONSIDERATIONS
A draft budget was circulated amongst members; further discussion at the November Council meeting.

Statutory Matters
a) Bank Reconciliation – approved and signed by the Chairman
b) £100 bursary towards training has been received from NALC
c) Authorise payment of invoices received to the total of £1,873.55
