1/ Open Forum

Police report from PC Somerfield read out by the Clerk– 2 crimes, 6 nuisance, The Clerk had met the PC who confirmed an ASB camera is to be installed in the square. There was some discussion about whether all incidents were reported


2/ Apologies

None all present.

3/ Dispensations

None TB declared interests as S Council and Minsterley P. School

Various comments made about progress if matters in minutes
TB said he would take up the progress of S. Council highway issues with the portfolio holder


5/ Parish Property

a) Square

The move of one of the benches to Jubilee Garden was in progress

b) Playing field

Steps to playing field on S Council land need a hand rail, Clerk had asked R Knight to progress, rental not received from Minsterley Rgrs clerk to pursue (Act Clerk)

c) Street lights

Clerk had reported lighting issues to NWP and Chair had pursed SC.
PT said the roundabout light at horsebridge rd still on all day and obscured by foliage

d) Play areas

The safety inspection has ben done there is an urgent issue with a D ring and pin one one of the swings, Clerk had asked R Parry to fix. NA said he had done an inspection and quick fix on some items and all apparatus was in good condition apart from the D ring issue and possible crack in welding on one piece. Report from Digleys awaited. Clerk would liase with NA about progress of D ring/pin issue (Act Clerk)


6/ Shropshire Council

a) Highways

Issues still o/s

Some issues still o/s – see earlier note that TB would chase. We had received a note from Highways saying our issues were in hand but proving difficult to solve due to actions requiring 3rd party supplier
New issues :-
The lights at the zebra crossing are dark could we have them lit as well as the belisha beacons, there had been a near miss.
The bus stop near Rea Valley meats now had standing water after the resurfacing
A success was noted in the installing of bollards near school

b) Footpaths

A notice had been received of close of footpath 14 for bridge replacement
NA wanted to make some points about the recent flood meeting
a) Alarms should be put on Shropshire radio
b) Residents should do more to help themselves
c) Lower of the road to act as defence
There followed a general discussions about progress on the flood solution

7/ Planning

No applications but we had had notice of a Section 106 payment of over &10,000 available, TB said we should consider using for flood relief and should ask for it to be allocated to the Parish Council and the Clerk should ask if it can be used for flood work.
GB said flood relief should be in our Samdev document
Sevenside housing were to do a survey of some of their residents, we had no comments to put on the questionnaire but hope they are successful in setting up a residents group.

There was a general discussion around the precept for next year. Most thought it prudent to look for a small increase as had been held for a couple of years, clerk asked to find out current and proposed precept if £15,500.
A discussion also took place re the position and cost of the clerk. It was agreed the clerk be paid salary of £3840 plus expenses to total no more than £4200 p.a for exp + salary.
Pro TB Seconded GB, Clerk to find out procedure for making position permanent.

9/Corres

Letter from Minsterley PH re fire regulations signed by Chair

AOB

TB raised issue about Police commissioner and the cost and necessity of the project and asked that we write to Home Sec. to complain, Clerk was asked to write.
